A steel plate is prepared from the following compositions in percentage by weight: 0.46%-0.54% of C, 1.20%-1.60% of Si, 0.60%-1.10% of Mn, 3.50%-4.50% of Cr, 1.60%-2.50% of Mo, 1.50%-2.50% of V, less than or equal to 0.015% of P, less than or equal to 0.03% of S, 0.067%-0.086% of Nd, 0.056%-0.072% ofEr, less than or equal to 3.0ppm of [H], less than or equal to 30ppm of [O] and the balance of Fe and unavoidable impurities. The preparation method comprises the steps of electric-furnace smelting, continuous casting, heating, hot rolling, cooling and thermal processing. The hot-working die steel produced by adopting the preparation method of the novel rare earth hot-working die steel has superior mechanical properties and good elongation percentage and concentration percentage synchronously, and has superior comprehensive properties.
