The invention relates to a phase shifter and an antenna. The phase shifter includes a phase shifter circuit board and a switch changeover circuit assembly. The phase shifter circuit board includes aninput branch and multiple output branches. The input branch is electrically connected with an antenna signal input end. Each output branch is electrically connected with a corresponding antenna radiation unit. The input branch is disconnected from at least one output branch. The switch changeover circuit assembly includes a rotating mechanism which is rotationally connected to the phase shifter circuit board and is equipped with a changeover switch. When rotating, the rotating mechanism drives the changeover switch to rotate to make the input branch connected with or disconnected from the multiple output branches so as to select a corresponding antenna radiation unit for working. Thus, the number of antenna radiation units accessed can be changed, and the beam width of the antenna can be adjusted to cover different areas.
