The method includes: comprehensively evaluating a plurality of indexes influencing the communication quality based on an AHP algorithm and constructing a pair comparison judgment matrix; calculating the maximum eigenvalue of the matrix and the corresponding eigenvector; carrying out normalization processing andthen taking the processed data as a weight distribution vector of each decision index influencing the communication quality; constructing a decision matrix by utilizing the selected decision index values influencing the communication quality based on a TOPSIS algorithm, and performing normalization processing; combining with the weight distribution vector of the optimal communication scheme decision index; jointly constructing a normalized weighting matrix about the optimal communication scheme decision index; determining a maximum value and a minimum value in each decision index influencingthe communication quality; respectively forming a positive ideal solution and a negative ideal solution, calculating the Euclidean distance between the positive ideal solution and the negative ideal solution, calculating the relative proximity between each communication scheme and the ideal solution by utilizing the distance, comparing the relative proximity, and taking the communication scheme corresponding to the maximum value in the relative proximity as a final decision result.
