The method comprises the following operation steps: (1) setting sewage treatment equipment into an anoxic zone, an anaerobic zone, an aerobic zone, a nitrification zone and a precipitation separation zone which are sequentially connected from front to back; (2) filling the anoxic zone and the anaerobiczone with anaerobic fillers, and filling the aerobic zone and the nitrification zone with aerobic fillers; (3) controlling the quality of inlet water entering the anoxic zone; (4) inoculating activated sludge in a secondary sedimentation tank into the anoxic zone and the anaerobic zone, inoculating aerobic biochemical sludge into the aerobic zone and the nitrification zone; and (5) adding denitrifying bacteria, deodorizing microbial inoculants and phosphorus removing microbial inoculants into the anoxic zone and the anaerobic zone, adding nitrifying microbial inoculants into the aerobic zone and the nitrification zone, and starting reflux from the anoxic zone and the aerobic zone to the precipitation separation zone.
