A data acquisition module is used for acquiring target data; the desensitization module is used for performing forced desensitization on the target data based on the forced desensitization item; the storage module is used for storing the target data subjected to forced desensitization; the user communication module is used for receiving a user side data request; the storage module is also used for storing permission corresponding to the user side; the desensitization module is further used for performing permission desensitization on the target data subjected to forced desensitization based on the permission of the user side; and the user communication module is also used for sending thetarget data subjected to authority desensitization to the user side. Compared with the prior art, the system and method have the advantages that the data can be subjected to forced desensitization, then desensitization of the corresponding information is carried out based on the authority of the user side, and therefore it is guaranteed that the data distributed to the user cannot cause infringement legal disputes.
