Through the embodiment of the invention, smooth transition of ENDC dual connection is realized, the service is kept stable, service pit falling is reduced, LTE and NR wireless transmission resources are reasonably utilized, energy conservation and emission reduction are realized, and the system capacity and the user service experience are improved.
