When the current state is the state 1, an energy storage mechanism can be manually or automatically operated to store energy; when the current state is the state 2, a switching-on and switching-off mechanism can be manually or automatically operated for switching off; when the current state is the state 3, the energy storage ON can be maintained, and the switching-on and switching-off mechanism is manually operated for switching on, or the energy storage mechanism is automatically released to switch the energy storage ON to the energy storage OFF, so that the energy storage mechanism drives the switching-on and switching-off mechanism for switching on; and in the stored energy releasing process, the switching-on and switching-off mechanism can be driven only by the energy storage mechanism.
