The preparation process comprises the following steps: adding an ethylenediamine solution into a reaction kettle, and adjusting a temperature in the reaction kettle to a reaction temperature; spraying 1,3-propanesultone into the reaction kettle through an atomizing spray head, and starting a spiral propelling blade, wherein the spiral propelling blade pushes the lower-layer unreacted liquid to move upwards, the upper-layer liquid is pushed by the lower-layer unreacted liquid to move all around and then moves downwards to fill in the space of the lower-layer unreacted liquid so as to form surging stirring, the spraying range of the atomizing spray head just covers the liquid level of the ethylenediamine solution, and the amount of 1,3-propanesultone sprayed by the atomizing spray head in each direction is the same; in response to complete reaction of the ethylenediamine and the 1,3-propanesultone in the reaction kettle, adding alkali into the reaction kettle, and adjusting a pH value; and carrying out reduced-pressure distillation on the reacted liquid to remove redundant solvent, thereby obtaining the sulfonate polyurethane water-based chain extender.
