The terminals of present laminated section system only consider the speed and the number of layers when in classification and switching. The invention divides the mobile terminals in conversation into the rapid mobile terminal, the slow mobile terminal and the variable speed mobile terminal according to the moving condition of mobile terminals; and selects the relative service section according to aforementioned types of mobile terminals while the laminated section system at least comprises two layers and the variable speed mobile terminal is fixed in the service section of highest layer. With said invention, the switching times coursed by the variation of mobile terminal speed can be reduced to improve the communication quality and the stability of system.
