Abstract

A H.263 / MPEG video encoder using an average histogram difference, and a method for controlling the same are disclosed. The H.263 / MPEG video encoder generates a reference image frame for encoding a subsequent input image frame N based on a current input image frame N-1 which is performed by a DCT (Discrete Cosine Transform) and quantization operations for outputting a video stream and a quantized signal. Here, the quantized signal is decoded by an inverse quantization and inverse discrete cosine transform (IDCT) operations.
