A TS packetization unit (537) packetizes the basic audio stream and the extended audio stream into TS packets and a control unit (535) controls timing of transmission of the TS packets. Here, the control unit (535) controls timing of multiplexing the TS packet at such a timing that an elementary buffer of a virtual reception device will not overflow or underflow.
