The present invention relates to a combined system of an anaerobic and composite film biological reaction device and a method to treat the mixing wastewater; an anaerobic generating device is arranged inside of a heat-preservation container, whose intake mouth is respectively connected with a diving pump, an alkali-adding container and a phosphor-adding container in the raw water container; the intake mouth and the outtake mouth of the heat-preservation container are respectively connected with the outtake mouth of the diving pump inside of the water-supply container and the intake mouth of the water-supply container; the composite film biological reaction device is provided with a combined filling material, an insolating head and a film component; the outtake of the film component is provided with an outtake pump controlled by an automatic control procedure device; the outtake mouth of the reaction zone in the anaerobic generating device is connected with the intake mouth of the composite film biological reaction device; the refluence mouth of the composite film biological reaction device is connected with the intake mouth of the anaerobic generating device through a refluence pump. The pH value of the mixing wastewater in the transfer station for the living rubbish is adjusted to 7.0-8.5 with the alkali; the phosphor is added into the anaerobic generating device and then is flown into the composite film biological reaction device; the water is discharged by the drainage pump; and some of the sewage mixing liquid will flow into the anaerobic generating device again.
