The invention provides a documentation management method for the service quality of mobile terminal data service. The method comprises the following steps of setting up a configuration file which contains the coincidence relation between the type of data service and the service quality data, and the mobile terminal determining the service quality data of the data service when a user initiates data service; the mobile terminal transmitting a data packaging containing the service quality data to a mobile network and negotiating with the mobile network about the actual service quality data; and the mobile terminal realizing the data service with the data network according to the determined actual service quality data after the negotiation and updating the actual service quality into a corresponding item in the configuration file. The invention also provides a documentation management device for the service quality of mobile terminal data service. Thus, under the condition of not changingcurrent basic parameters about which a mobile phone needs negotiating with the network, the mobile phone service quality can negotiate with the network more quickly and effectively, thereby realizinghigh-quality data transmission.
