The non-reference evaluating method comprises the following steps: 1) inputting an MJ2 video and decoding the MJ2 video for obtaining the restored image after decoding; 2) executing characteristic extracting to each frame of restored image for obtaining the global characteristic of each frame of restored image; 3) substituting the global characteristic of each frame of restored image into a function model, and outputting the frame-grade objective quality of each frame of restored image by the function model after a training state and a testing state; and 4) calculating a weighting coefficient function for obtaining the weighting coefficient of restored image, weighting the frame-grade objective quality of restored image for obtaining the sequence-grade evaluating quality of restored image. The method of the invention can accurately reflect the objective quality of MJ2 videoimage at the state that an original video sequence is in short.
