The invention also discloses a device for scanning the adjacent regions. The method and the device make the scanning duration have a reasonable value, ensure not to influence normal communication when cells are scanned, avoid the problem of resource waste caused by too long scanning duration, and also ensure that at least one adjacent region can be scanned in the scanning duration so as to avoid the problem that a reasonable cell cannot be selected.
