In the novel process, the powdered active carbon is regenerated after drying, dry distillation and activation treatment along with dehydration of the biological active sludge, and the biological active sludge is pyrolyzed into active carbon simultaneously, so that the aim of recycling powdered active carbon and biological active sludge is fulfilled, and the running cost of the PACT process is greatly lowered.
