Oxygen is blown into iron liquid during the melting process and a slag former containing the following compositions is gradually added during the blowing process: CaO, SiO2, CaF2 and MgO so as to lead the alkalinity of the synthetic slag former to be: 0.35 to1.0 for B (percentage of CaO / percentage of SiO2), and lead the compositions of the synthetic slag former to meet the following weight percentage: 43 percent to 97 percent of CaO and SiO2, 0 percent to30 percent of FeO and MnO, 3 percent to 15 percent of CaF2, 0 percent to 8 percent of MgO, and 0 percent to 4 percent of the rest compositions in total, wherein the smelting temperature is 1280-1350 DEG C, the blowing time is 25-35 min.
