The invention is characterized in that the device comprises a wastewater tank (2), a circulation water tank (1), a wastewater collection device (5), a filtering and purifying device (15), a wastewater pump (11), a first-level water pump (13), a second-level water pump (14), a circulation water intake pipe (4) and a wastewater intake pipe (19), wherein the circulation water tank (1) is communicated with the filtering and purifying device (15) through the circulation water intake pipe (4) and the second-level water pump (14), and the filtering and purifying device (15) is communicated with a water inlet pipe (8) by the first-level water pump (13) through a three-way valve (9); the wastewater tank (2) is communicated with the wastewater collection device (5) through the wastewater intake pipe (19) and the wastewater pump (11); and the wastewater collection device (5) is communicated with the water inlet pipe (8) through the three-way valve (9).
