The method comprises the following steps: receiving a PDCCH (physical downlink control channel) command sent by a base station; acquiring the moment for applying resources according to the preset moment for activating the resources; and carrying out data transmission according to the resource instruction in the PDCCH command when the current moment is the moment for applying the resources, so as to achieve the resource scheduling. By presetting the moment for activating the resources, the moment for applying the resources is not related to the moment and repeating times for the base station to send the PDCCH command, so the operations for repeatedly overwriting are not required when the repeated PDCCH commands are received continuously. Therefore, the invention can achieve the resource scheduling of the base station on UE (user equipment) and reduce the time delay of the UE caused by repeated operations.
