The formula is characterized by comprising the following components in percentage by mass: 40 to 45 percent of No.90 asphalt, 5 to 9 percent of modifier, 35 to 45 percent of water, 6 to 10 percent of emulsifier, 2 to 5 percent of attapulgite. The manufacturing process comprises: modifying the asphalt with the modifier, heating to 180 DEG C, mixing water and the emulsifier, heating the mixture to 80 DEG C, and regulating the pH value with acid to 1.5 to 2.5; emulsifying the hot asphalt and mixed emulsifier water in a special emulsification mill according to a ratio; and adding the attapulgite and filling.
