Abstract

Provided are a method and device for performing sparsity-based anti-artifact filtering on video encoding and decoding. The apparatus comprises an encoder (400) for encoding at least a portion of an image by grouping regions within said portion based on a grouping metric, transforming the grouped regions, using de-artifact filtering included in the encoder A filter (413) adaptively performs de-artifact filtering on the transformed region, inverse transforms the de-artifacted region to create a replacement region, and restores the replacement region to the location where the image of the region was taken before grouping.
