The method comprises the following steps which are executed by each edge device: A, exchanging with other edge devices of the same VPN (Virtual Private Network) site to select a main device; B, authorizing forwarding examples for all edge device in the same VPN site when the edge device is used as the main device, and acquiring the authorized forwarding examples from the selected main device when the edge device is not used as the main device; and C, allowing the flow rate of the authorized forwarding examples to enter and exit a public network, and preventing the flow rate of the unauthorized forwarding examples from entering and exiting the public network.
