In the underground one-way locking device, a flat shaft comprises a thicker first part and a thinner second part; a ledge which is protruded outward is arranged between the two parts; a plane which extends to an end face of the second part is arranged on an outer surface of the second part; the ledge and the second part pass through an outer sleeve and are inserted into a moving sleeve; a window is arranged on a side wall of the outer sleeve; a groove is arranged in the moving sleeve along an axial direction; a spring hole is formed in the groove; a spring is placed in the spring hole; a locking block is placed in the groove of the moving sleeve; one end of the locking block is in contact with the moving sleeve; a blind hole is distributed in a first surface and is corresponding to the spring hole in the moving sleeve; a locking slot is formed in a second surface; and a guiding slope which is matched with a slope of the outer sleeve is arranged on a side wall of the locking block with the locking slot.
