The method is used for configuring a mobile terminal which can support short data teleservices in a standard cluster communication system which can achieve short data calling. The method comprises that the mobile terminal packages the locating information in the short data after receiving the locating information, and sends transmitting requests with specific identifications to the system; the cluster system queries whether idle traffic channels are available or not in traffic channel lists after receiving the requests, and instructs the mobile terminal by control instructions to transmit the locating information through the idle traffic channels if the idle traffic channels are available; the idle traffic channels receive calling request instructions which are sent by the mobile terminal, judge whether the calling request instructions are transmitting the locating information or not, accept and process the instructions if the instructions are sending the locating information, and transmit the analytic locating information to a scheduling system or a locating system of the system; and the idle traffic channels discard and do not process the instructions if the instructions are not sending the locating information.
