The method comprises the following steps of: determining a format of an extended physical downlink control channel (E-PDCCH), wherein the format of the E-PDCCH comprises a resource allocation and/or transmission mode of the E-PDCCH; and transmitting E-PDCCH indication information to user equipment on resources mapped by at least one control channel element (CCE) of a physical downlink control channel (PDCCH), wherein the E-PDCCH indication information is used for indicating the format of the E-PDCCH. The base station comprises a determination module and a transmission module. The user equipment comprises a receiving module and a determination module. The method, the base station and the user equipment of the embodiment of the invention can be used to dynamically transmit the E-PDCCH indication information, thereby enhancing the resource utilization efficiency of a system and a transmission performance of the E-PDCCH.
