The hydraulic loading device comprises a loading part which is arranged in an explosive hole, and a delivering part for sending an explosive package to the explosive hole, wherein the loading part comprises tapered rubber rings; pressure cavities are arranged in the tapered rubber rings; the pressure cavities are communicated with a high pressure oil pipe; pressure oil is filled in the pressure cavities through the high pressure oil pipe to enable the tapered rubber rings to be expanded and deformed; the tapered rubber rings expand and squeeze the inner wall of the explosive hole to enable the loading part to be embedded and fixed in the explosive hole; and the explosive package in the explosive hole is fixedly connected with the loading part to realize the explosive loading.
