Abstract

The invention provides a preprocessing method and system for monitoring a multimode terminal. The preprocessing method comprises the following steps that: a first pseudo base station clones itself into a base station in a first public network, and a target multimode terminal is in the base station of the first public network; the first pseudo base station sends a downgoing signal to the target multimode terminal, receives a positioning updating request returned by the target multimode terminal and brings the target multimode terminal into a control scope; the first pseudo base station constructs a base station reassortment signaling, transmits the base station reassortment signaling to the target multimode terminal and assigns the target multimode terminal to a second pseudo base station, wherein the safety level of the first public network is higher than that of a second public network; and the second pseudo base station sends a downgoing signal to the target multimode terminal, receives a position updating request returned by the target multimode terminal and brings the target multimode terminal into a control scope so as to monitor the target multimode terminal.
