Hotspot coverage may be provided by so-called micro base stations 140 with low transmit power consistent with government regulations for operation in unlicensed spectrum. Cellular coverage may be provided by conventional base stations or "macro" base stations, such as base station 120 illustrated. The mobile terminal 150 may be able to obtain service from the hotspot 130 or from the macro cell 110 according to the location of the terminal.
