Abstract

An EPLMN list configuration method comprises the steps of combining a TAC, accessed to a cell currently, of user equipment and an adjacent TAC to be a TAC set after an MME is triggered; obtaining an eNB supporting the TACs in the TAC set; selecting main PLMNs of the TACs, supported by the eNB, in the TAC set; combining the TACs and the corresponding main PLMNs to be a second set, wherein no same element exists in the second set, and a service PLMN of a current service cell of the user equipment is not included; adding the PLMNs, different from each other, in the second set into an EPLMN list, and issuing the PLMNs to the eNB of the user equipment; treating a PLMN obtained by intersecting a PLMN list supported by a candidate target handover cell of the user equipment and the EPLMN list as a handover target PLMN. The invention further provides the MME and the eNB.
