A deflection oil cylinder and an aligning oil cylinder are installed on each clamping plate, the deflection oil cylinders are used for adjusting movement of the front ends of the propelling oil cylinders in the circumferential radial direction, and the aligning oil cylinders are used for adjusting movement of the propelling oil cylinders in the circumferential tangential direction.
