When the pressure in the water storage cavity reaches a fixed value, IPMC valves of a valve nozzle are opened, the water flow enters a water spraying cavity, through the cooperation of the upper elastic film and the lower elastic film, secondary wave type propelling motion of the water flow in the water spraying cavity is achieved, when the pressure reaches a set value of a water spraying duct nozzle, spraying of the water flow is achieved, and the propeller is pushed to advance. Two side elastic films arranged in the middle are coordinated and cooperate, and wave type propelling motion of a three-channel power portion is achieved. When rapid steering motion is adopted, a control component controls eight SMA silks to be bent, so that bending nozzles are bent, and variance of jet flow in different directions is achieved.
