The low-permeability high-water-resistance coating lining paper comprises a body paper layer, wherein the body paper layer comprises two outer surfaces, one outer surface of the body paper layer is provided with a bottom coating, the bottom coating is laminated with a bottom gas protective barrier layer, and the other outer surface of the body paper layer is laminated with a back coating protection barrier layer. A decorative printing image-text layer is arranged between the bottom coating and the bottom gas protection barrier layer. The invention also discloses a production process of the low-permeability high-water-resistance coating lining paper. The coating lining paper product is produced by adopting a special process structure and a special damp-proof anti-gas material, and various properties of the coating lining paper product are equal to those of the traditional aluminum-foil lining paper; with no aluminum foil and aluminizing layer, the low-permeability high-water-resistance coating lining paper is relatively low in cost, more environment-friendly, recyclable and capable of enhancing the corporate image on the environmental protection. By adopting the low-permeability high-water-resistance coating lining paper, the requirement of cigarette package on damp resistance and fragrance retention can be met.
