The international roaming voice service call method includes registering a mobile phone number in a VoIP (voice over internet protocol) server and associating the mobile phone number registered in the VoIP server with a voice call agent soft terminal installed on a mobile phone client; setting unconditional call transfer before roaming is carried out so as to transfer calls to a VoIP gateway of a belonging country; transferring call service to the VoIP gateway of the belonging country when a roaming user is called; enabling the VoIP gateway of the belonging country to identify the mobile phone number of the user and submitting the mobile phone number to the VoIP server; enabling the VoIP server to find the voice call agent soft terminal associated with the mobile phone number of the roaming user and initiating calls to the voice call agent soft terminal via a data network. The invention further discloses the voice call agent soft terminal.
