The method comprises the following steps of adjusting conditions of data contributor selection perception platforms until the conditions of the data contributor selection perception platforms are stable; calculating earnings of the perception platforms; and adjusting budgets of the preset perception platforms according to the earnings of the perception platforms so as to stabilize the mobile crowd sourcing sensing system. In the whole process, adjustment of behaviors of a plurality of data contributors is considered, influences of adjustment of behaviors of the perception platforms on the mobile crowd sourcing sending system are also considered, and requirements of all the perception platforms in the mobile crowd sourcing sending system and demands of all the data contributors can be met well, so that the mobile crowd sourcing sending system can tend to be stable quickly.
