According to the method, an VOQ-ID is coded for all business board cards in turn via a main board card; then the allocated VOQ-ID and HQoS configuration information are synchronized to all standby board cards, and all the business board cards respectively apply for VOQ resources and complete HQoS configuration; and when a fault occurs on the main board card, the fault main board card is offline, port protection switching is performed, and the standby board cards are updated to the VOQ-ID of the offline fault main board card and selected to be the main board card through competition.
