Provided are a service chain processing method and apparatus, a service classifier and a PCRF. The method comprises: receiving a dynamic service chain policy issued by a policy and charging rules function (PCRF) and regarding a service accessed by a user, wherein the dynamic service chain policy comprises a congestion state of a region where the user is located and a service chain corresponding to the congestion state; acquiring user information about the user and the current congestion state of the region where the user is located which are issued by the PCRF; and according to the user information and the current congestion state of the region where the user is located, determining a current service chain of the service accessed by the user.
