The paper skip counting and sensing device comprises a counting pulse generating unit, a narrow pulse filter unit and a paper skip speed transformation unit, wherein the counting pulse generating unit is used for generating initial counting pulses for paper skip counting; the narrow pulse filter unit comprises a controllable charge circuit, a controllable discharge circuit, a capacitor and a Schmidt circuit; output counting pulses are used for controlling the controllable charge circuit and the controllable discharge circuit through a three-state gate, wherein for one circuit, the capacitor is charged or discharged by the initial counting pulses, and a signal on the capacitor passes through the Schmidt circuit to obtain counting pulses.
