The method comprises the steps that before an MEE (Mobility Management Entity) forwards a short message sent by a terminal, the MEE has determined an LAI (Location Area Identity) corresponding to an IMSI (International Mobile Subscriber Identity) according to the IMSI of a user, and calculated a VLR (Visited Location Register) number corresponding to the terminal in advance and stored the VLR number into the MEE. Therefore, after the MME receives a short message sending request every time, the MEE can directly search the corresponding VLR number and a TMSI (Temporary Mobile Station Identity) according to the IMSI of the user, and establish an SGs interface and transmit the short message, so as to avoid the process of performing joint location update needed each time in a conventional process to acquire the VLR number and the TMSI.
