The mobile terminal is used for transmitting ship information and lockage reporting information to the background server after the ship arrives in a lock region, and receives and reminds dispatching optimization information transmitted by the background server. The background server is used for calculating the time of a lockage reporting ship in passing each of lockage stages according to the ship information and the lockage reporting information, and outputting the time needed by the former three stages, wherein the stages are ordered according to the lockage sequence and the occupied time from the big to the small. The display terminal is used for displaying the time needed by each stage. The operation terminal is used by the dispatcher for inputting the dispatching optimization information to the background server and then transmitting the dispatching optimization information to the mobile terminal. The system achieves the quick and safe lockage of the ship, and is high in recognition rate of the ship.
