The system comprises a front data side, a cloud computing server side and a user terminal. The front data side comprises a data forwarding unit. The cloud computing server side comprises a data storage unit, an electric energy quality monitoring unit, a processing unit, a webpage unit and a graphic service unit. The advantages of the system and the method are that the data are directly acquired from the front data side of the dispatching system so that the purchasing and maintenance cost of data acquisition equipment can be reduced; data storage and electric energy quality monitoring are deployed at the cloud server side without hardware maintenance so that the hardware purchasing and maintenance cost can be reduced; and publishing is performed by using the webpage unit in the form of the webpage so that the requirement for the hardware equipment of the user terminal can be reduced.
