The method comprises the following steps that 1, the cost of grid companies, port administrative affair companies, ships and the government and earnings obtained after all parts use shore power are analyzed from the perspective of economical efficiency according to the structure of a shore power system, the power supply process and the relation between all the parts; 2, a cost effectiveness mathematic model of the grid companies, the port administrative affair companies, the ships and the government after the shore power is used is constructed; 3, maximization of the profit of the four parties or any three parties is the aim, the optimum shore power price is calculated, marginal condition economical efficiency analysis is carried out, and the relation among the government subsidy rate, the shore power utilization hour number, the optimum shore power price and the profits of all the parties is found out. A shore power system is studied from the perspective of economics, and the characteristics of shore power of seaports, and the Yangtze River and lakes are compared from multiple prospective; on the basis of clearing the investment and benefit relation of all the parties during shore power construction and operation, reference can be provided for shore power popularization of the grid companies, the port administrative affair companies and the government.
