The method comprises: judging, by a base station, whether same-frequency interference exists currently; if yes, sending, by the base station, a system message carrying an interference preamble sequence format to user equipment (UE) subordinate to the base station, the interference preamble sequence format being used for indicating that time domain resources occupied by a physical random access channel (PRACH) of the UE are an ith symbol to an (i+n)th symbol of at least first uplink subframe of each half-frame in a radio frame, and receiving, by the base station, a preamble for random access sent by the UE on the time domain resources indicated by the interference preamble sequence format; and if the base station correctly demodulates the preamble, sending a random access response to the UE. The problems that UE access fails and the UE access success rate of the whole communication system is reduced due to an existing PRACH preamble sequence format during same-frequency interference are solved.
