The controlling instrument comprises a secondary pump body, a high-area regulating valve, a low-arearegulating valve, a low-area plate type heat exchanger, a high-area plate type heat exchanger, a low-area secondary circulating pump, a high-area secondary circulating pump and a central controller ALK; one end of the secondary pump body is connected with the high-area regulating valve and the low-area regulating valve, and the high-area regulating valve is further connected with the low-area plate type heat exchanger and the high-area plate type heat exchanger; and the low-area plate type heat exchanger further outputs low-area water supply through the low-area secondary circulating pump.
