The method includes: when an application program is started, acquiring key information of theapplication program, and judging whether the application program is an application which is liable to consume the resources; when the application program is the application which is liable to consumethe resources, acquiring an application program run at a background, and judging whether the same is in a data uploading or downloading state; controlling the application program to be closed if the same is not in the data uploading or downloading state; if the same is in the data uploading or downloading state, acquiring running time of the application program, and carrying out comparison with apredetermined threshold value; controlling the application program to be closed when the running time is greater than or equal to the time threshold value; and controlling data uploading or downloading operations of the application program to be suspended when the running time is less than the time threshold value. According to the method, normal running of the application program currently needing to be used is guaranteed through closing idle background applications and controlling uploading or downloading operations of the background applications, and convenience is provided for a user.
