The scheme disclosed by the invention can overcome the defects such that self-starting cannot be realized, the self-discharging amount is great and the difficulty of state monitoring is high in the prior art, and can achieve the beneficial effects of self-starting, small self-discharging amount and low state monitoring difficulty.
