The method comprises the following steps: randomly selecting at least one sub-window in any PUE resourceperiod as a sensing window of the PUE resource period; obtaining an available time-frequency resource in the sensing window; using at least one sub-window corresponding to the PUE resource period after any one PUE resource period as a selection window of the PUE resource period; sending service data by using the time-frequency resource in the selection window; and placing the PUE in a dormant state in the remaining time of each PUE resource period except the sensing window or the selection window, wherein the PUE resource period comprises a plurality of sub-windows obtained according to a preset partitioning method.
