The method includes through acquiring the coordinates of each AGV in an idle state and the coordinatesof an idle interaction lane used for interaction with the AGVs of each quay crane executing unloading tasks, calculating the traveling time of each AGV in the idle state of moving to each idle interaction lane, matching the AGV in the idle state having the shortest traveling time for each idle interaction lane, and controlling the AGVs in the idle state to move the matched idle interaction lanes to carry the unloading tasks, wherein the AGVs in the idle state includes AGVs complete conveying tasks for quay cranes and disposed below the quay cranes carrying out the loading tasks. The method provided by the invention solves problems of long empty driving time and low utilization rate of the AGVs in the prior art, shortens the AGV empty driving time effectively, improves the AGV utilization rate, reduces energy consumption, reduces equipment loss and reduces operation cost.
