The disclosure relates to a random access method and apparatus of an MTC system, and a storage medium. The method includes steps: a base station sends a system broadcasting message, wherein the broadcasting message is used for indicating random access resources of a first ability user and a second ability user; the base station determines whether the user type of user equipment is the first ability user or the second ability user according to the random access channel resource during transmission of a random access preamble by the user equipment; the base station transmits a physical downlinkchannel message including a random access response and re-configuration information to the user equipment; and the base station transmits a physical downlink channel message including a competition solving message to the user equipment by employing a re-configured physical downlink channel resource indicated by the re-configuration information, wherein the re-configured physical downlink channel resource is determined according to the user type. The disclosure provides a mechanism for transmitting different types of physical downlink channel messages to different user abilities in the random access process, and the backward compatibility of the independently deployed MTC system can be improved.
