An ethanolamine alkaline foaming agent and use thereof for preparing polyurethane solar foam materials. Disclosed is a polyurethane alkaline foaming agent comprising a primary amine salt and an ethanolamine salt, the ethanolamine alkaline foaming agent of the polyurethane alkaline foaming agent and use thereof for preparing the polyurethane solar foam materials. The alkaline foaming agent has a pHof between 8.5 and 9.5; the foaming agent comprises: 1) a first compound mixture (M1) comprising an organic primary amine salt compound having a following general formula (I): A<->[B<+>]p(I), whereinB<+> is a cation of a +1 valent organic primary amine B, and A<-> represents CO3<2->, HCO3<->, or a combination of CO3<2-> and HCO3<->; and 2) a second compound mixture (M2) comprising a N-monohydroxyethyl-ammonium carbonate compound with a general formula (II) and N,N'-bis(hydroxyethyl)-ammonium carbonate compound with a general formula (II): (RN+H3)(N+H4)CO3<2->(II), or (RN+H3)2CO3<2->(III), wherein R represents a hydroxyethyl group, and the molar ratio of the compound of the general formula (II) to the compound of the general formula (III) is from 1:0 to 1:1.0.
