The composition comprises 0.001-5.0 wt% of a chondrus crispus extract, 0.0001-2.0 wt% of a codium tomentosum extract, 0.01-50 wt% of polyhydric alcohols, 0.001-5.0 wt% of a thickening agent, 0.01-15 wt% of an emulsifier, 0.001-40 wt% of vegetable oil and fat and 0.001-2 wt% of a neutralizer.
